On Talia, the Water Chakram Dancer you want to focus on Damage stats (ATK, Crit Rate, Crit Dmg). If you want to use her in R5 as well you will need some decent HP and Def stats.

GB10 (10/10): Talia is arguably the best damage dealer for all of the Cairos Dungeons. She does crazy big damage when paired with the water boomerang warrior.
DB10 (10/10): She has the same role in Dragons B10, she makes the runs fast and safe by doing huge damage.
NB10 (10/10): She is amazing in Nerco B10 because she has tons of Multi-Hits and does big damage to the boss.
ToA (4/10): Talia isn't that good for ToA because she has no AoE or Crowd Control. You would only user her if you have the Fire Boomerang Warrior and no other Chakram Dancer.
Rift of Worlds (9/10): Talia is a great R5 damage dealer but her Fire and Wind sisters are better because they offer debuffs needed in R5. Talia is amazing for getting super high scores in all the Rift Beasts other than the Wind one.
Labyrinth (2/10): The twins aren't that strong in Labyrinth and Talia does not offer anything other than damage so it's not recommended to use her here.
Dimensional Hole (2/10): Talia is not recommended for Dimensional Hole content because she doesn't have the ATB push back that her sister Shaina has.
Arena (2/10): In Arena you are looking for AoE damage which Talia only does single-target so she's not recommended here either.
Guild Wars (3/10): While Talia can do well in Guild Wars her Fire sister is just better so you shouldn't use her unless you don't have Shaina.
RTA (2/10): When you pick damage dealers for RTA you are looking for monsters that can do more than just damage, Talia really only brings damage to the table and can be easily countered by banning the Boomerang Warrior.

Overview: Talia is one of the best PvE monsters in all of Summoners War. She makes PvE progression MUCH easier and is used in most late game speed teams.
How To Build / Rune: You want to put her on pure damage sets like Rage, Fatal, and Blade because she has very high damage multipliers. You want her to just put out as much damage as she can to make your dungeon runs fast and safe.
If you plan to use her as an R5 damage dealer as well you will need some HP and Def to tank the backline.
How To Counter In PvP: If you encounter Talia in RTA the best you can do is to ban the Boomerang so she is a weak pick.
If you find her in Arena defense you can counter her by out speeding her with your own speed lead or use a shield will team if they have no stripper.
On Guild War defense you can also outspeed and kill one of the twins.
