On Shaina, the Fire Chakram Dancer you want to first get 55% Accuracy for DB10 and other PvE content then focus on Damage and Speed. If you want to use her in R5 as well you will need some decent HP and Def stats.

GB10 (9/10): Shaina is great for a safe speed giant's B10 team because she brings AoE defense break and tons of ATB push back which will make it hard for the boss to get a turn. The only reason she's not a 10/10 is because she is fire element.
DB10 (10/10): Shaina is one of the best monsters in the game for a speed Dragons B10 team. Again it's all thanks to her AoE defense break and ATB push back.
NB10 (10/10): She is amazing in Nerco B10 because she has tons of Multi-Hits and helps clear the waves faster with AoE defense break.
ToA (10/10): Shaina is the corner stone monster to building the ultimate speed auto ToA team. Her AoE Defense break, ATB push back, and stun is simply over powered in ToA.
Rift of Worlds (10/10): Shaina is pretty good as a damage dealer in a twins R5 team but really shines in Rift Beasts where she brings the most reliable defense break and huge twins damage.
Labyrinth (7/10): She is pretty good for a few stages in Labyrinth. In the speed limit stages her ATB push back is really strong to give your team a turn advantage and if you use the all content build she will be on shield, will which will allow her to survive the enemies first turn.
Dimensional Hole (7/10): When you have good enough runes on your twins they can speed clear the awakening dungeons. For the rune dungeons you won't be able to use twins however.
Arena (6/10): Her speed lead makes her decent in some niche Arena teams.
Guild Wars (7/10): Shaina is very strong in Guild Wars on a shield, will team. One popular comp is Sabrina, Shaina, Triana.
RTA (8/10): Shaina's speed lead makes her very good as an RTA pick. She's used in some top tier cleave comps often with her twin sister Martina, the Dark Boomerang Warrior.
Here is everything you need to know about the monster.
Overview: Shaina is one of the best monsters in all of Summoners War and #2 on my list of best 4-stars in the game. You should be saving your summoning stones for a week with Shaina in it unless you want to first go for a Lushen. She makes PvE progression MUCH easier and is used in almost every area of the game even in late game speed teams.
How To Build / Rune: You'll want around 55% accuracy so she can land her Defense break and ATB push back in DB10. You should then try to get around 165-180 speed, 80%+ Crit Rate and then everything else into ATK and Crit DMG. If you plan to use her as an R5 damage dealer as well you will need some HP and Def to tank the backline.
The reason I recommend the "All Content Build" over the Violent build is because in R5 and Rift Beasts having Violent is actually bad and she doesn't need Violent in order to perform in Cairos Dungeons, ToA, or Guild Wars. The stat requirements to use Shaina in all content is so high that if you want to put her on Violent you will have to use some of your best Violent runes, but why waste your best Violent runes on a mainly PvE monster that can do her job just as well (and sometimes even better) on pure stat sets?
How To Counter In PvP: If you encounter Shaina in RTA the best you can do is to ban her so that the Boomerang they picked becomes very weak.
If you find her in Arena defense you have to counter her by out speeding her with your own speed lead or use a shield will team if they have no stripper.
On Guild War defense she will most likely be used with Martina who will steal your buffs so Shaina can stun, ATB push back, and kill you. This defense is very hard to beat and depends on what the third monster is. Outspeeding and killing one of the twins is a great way to counter them.
